PubSub: Move finding topic properties to topology manager

Currently find topic properties is part of the pubsub admin service in the match functions.

This means that all PSA should implement find the topic properties and although this is forwarded to the pubsub utils for the current PSAs, it should be the responsibility of the topology manager.
