Upgrade Java & Scala versions

Currently CarbonData depends on Java8 and Scala 2.11. Many of the dependency library of CarbonData already support high version Java and Scala. In order to keep up with the community in the future, CarbonData need to upgrade Java and Scala version.

I suggest to support Java 17 and Scala 2.12, as these are long term support versions.
