Change build timeout when Quarkus native

Right now we forcefully set the builder timeout to 10 minutes when a native build. However this can't be overridden. Ideally we should set this timeout to at least 10 minutes when the one set is below such a value. Additionally we should warn the user that we're changing such a value.
