Add `populate_db` script for Burr S3-backed version

Is your feature request related to a problem? Please describe. We're adding a limit on log files rendered per call (200ish). We want people to be able to populate it.

Describe alternatives you've considered Really we should just go through all of them and add it to the db in batches, or fix.
