Cache DynamicDestinationsHelper.ConstantTimePartitioningClusteringDestination clustering & partitioning

Fixes #36989 DynamicDestinationsHelper.ConstantTimePartitioningClusteringDestinations is parsing per element json configuration for partitioning and clustering which is expensive. Cache the outcome of evaluation so it's done once.
