[Task]: Utilize Managed Service for Apache Kafka resources for testing purposes.

What needs to happen?

KafkaIO support has been extended to the Managed Service for Apache Kafka. Due to this, features require tests that can utilize clusters and topics within this product. As such, the testing framework needs to be expanded to be able to adequately test these features.
