Automatically format build.gradle throughout project
Previously, the spotless things were only configured for Java projects. But spotless is actually a generic idempotent formatter for any context. This separates the java configuration into our java modules but applies the formatter to gradle files throughout the repo. It is very slightly finicky about groovy parsing, but we should generally write in a restricted subset of Groovy when necessary and migrate to Kotlin whenever possible.
