We may want to split this to some pieces:

• ci/conda_env_cpp.txt: We should update this eventually.
• dev/tasks/conda-recipes/arrow-cpp/meta.yaml: We may need to rethink about how to maintain dev/tasks/conda-recipes/.
• python/asv.conf.json: Do we still use this? We may be able to remove this file.
