Feature request: Dashboard Working With Apisix in Standalone Mode

Please describe your feature

As a developer, I want to use APISIX in standalone mode with a working dashboard So that I can use "configuration as code" and have the dashboard at the same time

Describe the solution you'd like

Currently the dashboard seems to only work with etcd configuration server. It is interesting to be able to deploy the dashboard and make it connect to an apisix instance that is in standalone mode.
