request help: Add kubernetes deployment guide for apisix-dashboard

we have the github action of apisix on kubernetes, but there is no kubernetes deployment document of apisix-dashboard, I hope to add a helm chart or tutorial on this. @bzp2010

We currently have a helm chart based installation, but there is no step by step documentation, so you can try it out if you like.
