Docker support

Hello,

I have done some work over at privacy@ with Jekyll and could contribute a Docker image for building with jekyll to this repository, if it is of interest. One does not have to install Jekyll locally or can work with this template even with the not so good supported Windows.

Let me know if it is of interest and I send a PR.

This repository is managed and deployed by the Apache Software Foundation to our website at https://trafficcontrol.apache.org - we don't really have any need for any other kind of hosting.

Does anybody possibly have a suggestion for a reasonably modern point of departure for setting up a website for an ASF project?

It looks outdated because we haven't used the master branch in a long time.

For questions regarding apache website setup and hosting, I'd recommend asking the Apache Infrastructure team.

@ocket8888 Please correct me if I am wrong and point to related documentation: I can't find any info on Google that GitHub would support private branches - you can have private repos, but not really private branches in a public repo.

Oh wait a minute. This isn't my repository. I saw github.com/apache/...-website and assumed I was being notified for activity on the apache/trafficcontrol-website repository - which is one to which I actually contribute.

I don't know what this is or why I'm being notified about anything that happens on it. Please disregard everything I've said.
