WIP ANY23-43 Add configuration flag to drive the MIME type enforcement by the MIMETypeDetector

This is an initial WIP for https://issues.apache.org/jira/projects/ANY23/issues/ANY23-43

So far, the runtime optimizations I've observed are quite small e.g. they are noticeable in the hundredths of a second.

Additional testing is required for us to determine bounds.
