[Improvement]: Support to share storage configs across catalog metadatas

What would you like to be improved?

It seems that, currently, to support multi-tenants.

1. we need to create the optimizer group for each tenant (with property export.HADOOP_USER_NAME)

2. We need to create the catalog with the tenant optimizer group, and upload the hadoop/hive config files every time

3. it is better that, we can create a catalog storage config and shared by multiple catalogs across different tenants in the same data center.
