[Improvement]: Validate hive-site.xml when uploading file for Hive-catalog

What would you like to be improved?

Currently we'll validate hive-site.xml when save triggered. IMHO, we can validate it when uploading the hive-site.xml file .

Validating the files when save triggered, we need some time to figure out which file is not ok such as below.

How should we improve?

validate the files when uploading and throw exception if the validation failed.
