AMBARI-25366: Create a Bigtop mpack definition

What changes were proposed in this pull request?

Bigtop is a project for the development of packaging and tests of the Apache Hadoop ecosystem. It officially support the Arm64 since release-1.3.0.

I would like to propose the new mpack that leverages Bigtop packages stack to make it easy deploy Hadoop-related project on Arm64. It derives from ODPi which is almost inactivity and doesn't work on Ambari 2.6.1 and 2.7.3.

How was this patch tested?

UT and the Hadoop and Zookpeer can be successfully deployed on Arm64 Cluster with this new stack definition.
