[AMBARI-25195] Add option to graceful rolling restart for HBase RegionServers

What changes were proposed in this pull request?

An option to graceful rolling restart for RegionServers is added.

How was this patch tested?

Graceful rolling restart is tested manually. And some unit tests are added, but I'm not sure whether those are sufficient. If not, please let me know what I need to do more.

@EungsopYoo Is this going to be bulk rolling restart option as separate which can be triggered anytime or this is integrated with Rolling Upgrade too? If not integrated with Rolling Upgrade, is that planned?
