Refactor bulk TI deletion endpoint to handle map_index

Why

Current implementation only support task_id for bulk deletion. We need to update service to accept map_index.

How

• add BulkDeleteActionWithEntity and BulkBodyWithEntityDelete to let BulkTaskInstanceService's deletion accept object
