Update apollo and kotlin version

Many versions are quite old, is this intended? Dependabot has nearly no PRs.

Are there plans to support apollo version 4.0?

3.8.3 and 3.8.4 had no breaking changes. 1.9.21 is the version used in apollo, maybe we could directly use 1.9.24.
