Add Tibetan langguege option
I have completed the localization for Tibetan for platforms such as iOS, macOS, and web. The work was done in strict accordance with the content and format specifications of the English and Chinese versions. I would like to submit this for inclusion in the official repository and hope it can be used in the next release. Thank you very much! ངས་ iOS། macOS། web སོགས་ལ་བོད་ཡིག་ཡུལ་སྐད་ཅན་དུ་བཟོ་བའི་ལས་ཀ་གྲུབ་ཟིན་པ་དང་། དེ་ནི་དབྱིན་ཡིག་དང་རྒྱ་ཡིག་གི་ནང་དོན་དང་རྣམ་པའི་ཚད་གཞིར་གཟབ་ནན་ངང་གཞིགས་ནས་བྱས་ཡོད། ཁྱེད་ཚོས་འདི་གཞུང་གི་ཁོ་ནོར་ནང་འཇུག་རོགས་གནང་བར་དང་། ཐོན་རིམ་རྗེས་མར་བེད་སྤྱོད་ཐུབ་པར་རེ་བ་ཡོད། ཐུགས་རྗེ་ཆེ་ཞུ།
