Add env vars to configure CNI config path and template

Add env vars CNI_CONFIG_PATH and CNI_CONFIG_TEMPLATE to allow overriding the default CNI config path and template.

This makes it easier to test CNIs that support delegated IPAM (such as Cilium) using the host-local plugin.
