Table of contents with ScrollSpy support

hi - what is latest with scrollspy support. Kind of want this: https://www.drupal.org/project/single_page_site but trying to achieve:

1. Two menus (horizontal/top)
2. Primary menu = new page
3. secondary menu = smooth scroll / anchor scrollspy, etc.

single_page_site just creates a page for a single site and not using bootstrap. seen this: https://www.drupal.org/project/twemex which says it is being rewritten.

thanks for some guidance.
