Texture issues in Stellaris, fixed with force_s3tc_enable=true

gentoolaptop /home/nathan # emerge -pqv steam-meta

This appears to be the same issue as #99. However, I have libtxc installed:

gentoolaptop /home/nathan # emerge -pqv libtxc_dxtn
[ebuild   R   ] media-libs/libtxc_dxtn-1.0.1-r1  ABI_X86="(64) -32 (-x32)" 

Using

force_s3tc_enable=true steam

What do you actually want us to do here? I suppose we could always set that variable if the s3tc USE flag is enabled. At this point though, I wonder whether it's worth dropping the flag and making Mesa 17.3.1 the minimum as libtxc_dxtn is no longer required. That would inconvenience stable users though.

17.3.9 is now the lowest version available so wouldn't this mean the issue can now be closed?
