After you set a boundary, you cannot scale at the boundary

The default boundary value is 0.05. If it is set manually, the boundary scaling will become an up-down operation

I have same problem, also if i set boundsPadding: 1

Can also confirm that if you use do the up-down operation enough times with a scaled down element, it will stay frozen and you are unable to reset it.
