Add top issues labeling action
Is your feature request related to a problem? Please describe. Although I know it is possible to filter top issues using GitHub's reaction filter, I think displaying them in a simple dashboard would give us a better overview of the GRS community's most upvotes features and bugs.

I created the top-issues-action following GitHub action to label and display top issues/features/bugs and pull requests. @anuraghazra, maybe adding this cation to the repository is an idea?
@anuraghazra I added this in https://github.com/anuraghazra/github-readme-stats/commit/663fbae49acd7daccbf20ccbfd18d0d5a10b1005 and set it to update every week. It gives me an accessible overview of issues I can work on. Feel free to remove it if you don't like it.
