Add neon_blurange theme

• I have read the Themes Contribution Section in the CONTRIBUTION.md.
• This theme has passed the AA contrast ratio.
• This theme is not one of the color combinations of any VS Code themes. However, I would love to be given a chance to contribute this theme to your repo. Many thanks for considering my request 😊

@adiati98 No, the theme request is good to be merged. I, however, can not promise that the theme will be added. We have 50 valid theme PR requests we still haven't looked at (see https://github.com/anuraghazra/github-readme-stats/pulls?q=is%3Aopen+is%3Apr+label%3Athemes+-label%3Ainvalid+). We are therefore currently only merging the ones that receive multiple upvotes, are distinct enough from the themes we already have or are based on prevalent Vscode themes.
