yes in commandline just redirect the logs to a file WinAppDriver.exe > logs.txt
Selenium 4 is not supported yet.
Either your application has changed or framework code is changed. Try to get the page source and check.

This happens if the Window state is locked.
then there is some issue with the winappdriver server, what is shown in the console output of winappdriver. Also check before this line are you able to ping the server.
is the app launched successfully in the machine
after you get this error please create a process list to know whether the app is launched or not. You can do that in the exception block. It's an ugly...
the error says that it timed out, that means the client request is not able to reach the server.
Are you using winappdriver.exe, there is an issue with the exe wherein the messages are not flushed and then raises this time out exception.
