@CsatariGergely that could lead to an issue as all RST file must be included in doc. Deleting all toc includes could put lots of rst out.

@collivier That is right. On the other side using tox and bulleted list leads to a bit ugly rendering. Maybe we could try a hidden toc with common and gov. What do you think?
