Toolbar not appearing when clicking on the Inset Menu

Oh okay. You mean the OneNote insert menu bar right (the MS ribbon bar)? That is a part of the webapp, which I have no control over.

Is it a presistent issue or intermittent? Can you log into OneNote in a browser and let me know if it works there?

If there is an issue with cached assets, you could try doing a Soft Reset or a Hard Reset. There should be an option in the Help menu at the top. If the top menu bar is hidden, press alt to see it.

Hard Reset will also delete all stored session data, so you will have to log into the app again. To read more about app reset check the repo's readme:
