能不能优化一下Y轴平移

What problem does this feature solve?

层叠条形图，肯定会有Y轴平移的需求。但是scrollBar: { mode: 'y' }：

1. 样式很怪
2. 只能移动水平方向移动

What does the proposed API look like?
