Replace Harbor images with Docker Hub images due to the impending unavailability of projects.registry.vmware.com.

@XinShuYang I had a separate PR to update "user-facing images" which we publish as part of releases, which has been merged and backported. For other images (used for testing), there is no rush at the moment. I first want to reach out to the Harbor team at Broadcom to disable image mirroring from Dockerhub.
