To support running Antrea Flexible IPAM tests on KIND.

Hi @XinShuYang not sure about this case in the k8s testbed , but in kind testbed ingress NetworkPolicy tests are failed I created issue for that, e.g: TestAntreaIPAMAntreaPolicy/TestGroupNoK8sNP/Case=ACNPIngressDrop TestAntreaIPAMAntreaPolicy/TestGroupNoK8sNP/Case=ACNPIngressDropUDP TestAntreaIPAMAntreaPolicy/TestGroupNoK8sNP/Case=ACNPIngressDropSCTP TestAntreaIPAMAntreaPolicy/TestGroupNoK8sNP/Case=ACNPIngressReject. . . issue: #6237

Thanks for the clarification, perhaps we should merge this PR after resolving this issue. Otherwise, this test will always have failing cases, which is misleading to developers.
