Fixes #4841.

Modified the the builder used in updater job to enable updater-job for lab Jenkins as well, along with the cloud Jenkins.

In project-lab.yaml, since all windows docker jobs has been deprecated, Windows containerd jobs can now be upgraded to standard Windows jobs.
