Support configuring IGMP version in multicast feature

Describe the bug

By now, IGMP v1/v2/v3 query messages are sent from Antrea Agent when multicast feature is enabled. It introduces a duplication on the IGMP query behavior on some setup if only one IGMP version is used in the Pod receivers. Is it possible to support configuring IGMP versions in agent configuration?

To Reproduce

Enable multicast feature gate, and capture the packets on any OVS Pod.

Expected

Only one IGMP query is captured in one query interval.

Actual behavior

All of IGMP v1, v2, v3 are captured.
