feat(client): Validate `PreState`'s dependency set

Overview

When processing a SuperRoot in the interop proof program, we need to check if the components of the super root match the dependency set exactly. To do this, we'll need #926, which will give us a reference to the Superchain's active dependency set inside of the client program.
