This is definitely caused by the poor quality of the original alpaca dataset. There are thousands of problems with the original dataset. This is a "merged instruction" as described in issue 2 of the cleaned alpaca dataset README.
If you retrain your 13b model on the cleaned alpaca dataset rather than the original dataset, most of these issues will go away.
