doesn't rotate in the center, it jerks around.
The pointer hand has the wrong center point.
Try reinstalling again, or use another custom mouse pointer and see if it has the same issue.

Yes, as @uncnny said, try to download again and check. You can also try to check other folders, since all cursors have some elements in different sizes.
Can confirm that they are off center.
What display scaling are you using? There might be an issue with that
I use a Gigabyte M27Q. It's a 1440p monitor. Default Windows Scale at 100%.
The pointer hand has the wrong center point.
When editing the file I found the same issue though. The center point of the hand cursor is off-center.
I'd like to top this up. Using Windows 11 with 100% scale on a 15.6" screen. I tried all sizes - normal, large and X-large, but to no avail. The hand cursor is slightly off centred and it irks me. It's always like a millimeter away from the link. (Refer to the ss below).
I would love it if you could fix the same.

This is cursors only for 4K (3840×2160) displays. Only! There are no plans to create cursors for lower resolution screens.

So you make cursors for few people? Many people use Windows but very few people have 4K resolution in their screens. By far, most screens worldwide still are SD or HD.
