Feature request: add config option to increase API retries from 10

I'm using Claude Code with Opus 4 through Bedrock. During peak usage times, Opus 4 is often unusable due to 429 and 503 errors. I realize this is a Bedrock issue, but it would be great to be able to increase the number of times Claude Code retries API requests from the current value of 10.
