[Bug] Claude Code fails to follow rules defined in claude.md configuration file

Bug Description Another version that is unable to follow the rules in claude.md. This is #1 issue with this product

I've reported this before and the report was closed due to lack of activity. Bugs don't go away because you didn't look at them for 90 days
