Usage is consumed just by opening Claude Code without sending any prompt

What Should Happen?

Usage should not increase until sending the first prompt

• Observe the current usage level at https://claude.ai/settings/usage
• Open Claude Code
• Refresh the usage page -> usage increase from 2% to 4% depends on what model is using in Claude Code
