[Bug] Prompt suggestions appear despite being disabled in config

Bug Description Prompt suggestions appear despite being disabled.

Version: 2.0.73
Platform: Linux

/config shows "Prompt suggestions: false"
Environment variable CLAUDE_CODE_ENABLE_PROMPT_SUGGESTION=false is set

Expected: No "Try ..." suggestion in input area
Actual: "Try " still appears at session start

Environment Info

It appears to be completely broken as enabling prompt suggestions and restarting claude code does not persist it and returns to being false in /config

I'm having the opposite problem. I saw prompt suggestions when they were first released, but now I have them toggled on in the config and haven't seen them in days.
