packages/tools 不能独立 build

之前注释掉 packages/tools 中的内联测试就可以单独 build，最新代码不行。应该是升级 unbuild 导致的，经测试 unbuild v0.7.4 是最后一个可以正常工作的版本。

Reproduction

注释掉 packages/tools 中的内联测试，然后 cd packages/tools & pnpm build

macos, node v16.16.0, pnpm v7.9.0
