add option in cloud formation template to choose from existing VPC

Is your feature request related to a problem? Please describe. Currently there is no option in cloud formation template to choose a VPCs when initializing , it is always creating a new VPC every time.

Describe the solution you'd like Add option in the Cloud formation template to chose from existing VPCs.
