Add conference room maximum participant capacity

Add conference room maximum participant capacity so that number of participants in conference room can be limited.

@mekya @lastpeony there is a significant opportunity with this feature. A customer from FD 108089 confirmed that once the feature is available, they expect scaling to between 10k-20k publishers with 100-200 viewers per publisher.

Hi @sumit-anantwar,

There are two fields to set the limit. One is the number of publishers(subtracks) and the second is the number of viewers.

Just set the subtracks and the webRTCViewerLimit in the Broadcast object.

I can make the demo for you if you're interested.

We will likely release 2.9.1 in 2 weeks and then deploy it to AWS Marketplace takes one additional week.

If you want to start implementation in advance, we can provide you with a free trial or something.
