SUMMARY

This PR introduces many features/options to Workflow Templates.

  1. prompt-on-launch option to Labels field
  2. ask_jobs_tags_on_launch to the Workflow form (#11423)
  3. ask_skip_tags_on_launch to the Workflow form (#11423)
