Modifying reaper of administrative work units to allow for change from Controller to Hybrid nodes

SUMMARY

If a node was changed from Controller to Hybrid when the reaper ran for Administrator work units a stack would be produced. This modification will allow the code to properly handle a differently formatted message. And provides unit tests for the administrative_workunit_reaper function.
