community/create_pr_quick_start.rst: update, improve. Assisted-by: Gemini

  • Removed extra notes (as destractors) and unnecessary things
  • Adds unit test section
  • Wording improvement were copied from https://github.com/ansible/ansible-documentation/pull/2809

@samccann I've checked and I think it's OK. Looks like GitHub doesn't render them correctly, but it should appear fine on docs.ansible.com Example:

  • in https://github.com/ansible/ansible-documentation/blob/devel/docs/docsite/rst/community/development_process.rst there's the same rendering issue
  • and on https://docs.ansible.com/ansible/latest/community/development_process.html it looks OK
