packaging: python wheels are not published for 1.5.5 and 1.5.6

What is the issue ?

Releases used to be handled automatically through Zuul but we (temporarily) shifted to manual releases until we bring the automation back. It turns out that I forgot to build and publish wheels which Zuul used to take care of.

What should be happening ?

We should publish wheels as well as the tarball when uploading to PyPi.
