Github actions - Release collection using manual trigger
This code introduces a set of Github actions workflow to release the collection and publish to automation/galaxy hubs starting by a manual trigger.
Do not merge this before the following is merged https://github.com/ansible/zuul-config/pull/515 and secrets ANSIBLE_GALAXY_API_KEY and ANSIBLE_AUTOMATION_HUB_TOKEN are created in this repository
