Update PHP setup regarding Zabbix Web role

SUMMARY

The current actions/setup/logic in the Zabbix Web role regarding PHP is completely outgrown and probably error prone/buggy (I try to prevent to say that it is a mess 😄). Also that Zabbix has made some changes in the last few releases also don't make it more anything easier. Someone with enough PHP setup experience should ideally take some time to make something more easier to maintain.

If a lot of changes in variables names and or is deprecated, or anything that might result into breaking functionality is something that I would be open to with a '2.0.0' release.
