gitlab_project_members: assess whether `access_level` can be made optional when `state=absent`

Per the conversation in https://github.com/ansible-collections/community.general/pull/9953#discussion_r2029635760 it is possible that the module is requiring access_level when it should not, but that needs to be further investigated.
